TITLE I Home

Title I, Part A, Section 1116 of the Every Student Succeeds Act (ESSA) provides financial assistance to state and local educational agencies to meet the needs of at-risk children. The purpose of Title I is to assist schools in improving student achievement, staff development, and parental involvement by providing all children with the opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps (Sec. 1001). The goal of Title I is to provide instructional services and activities which support students in meeting the state's challenging performance standards.  

Our school participates in a Title I schoolwide program. This means that Title I provides for all students at our school through supplemental resources such as:

• additional highly qualified staff,
• supporting parent & family engagement programs and community involvement efforts,
• improving staff development,
• the purchase of additional instructional materials, technology, and supplies.

Title I also provides opportunities for parents to be informed and involved in the educational decisions that impact their student. Parent input regarding our Title I program is always welcome and strongly encouraged.

Title I funding is provided by the federal government to each state. The State Education Agency sends money to qualifying schools districts. Those school districts then distribute the Title I funding to eligible schools, based upon the percentage of students participating in the free and reduced-price lunch program.

Title I funds can be used for additional personnel, technology, and various teaching resources. We welcome parent input regarding decisions on how Title I funds are spent.

Districts that receive an allocation of more than $500,000 must reserve at least 1% of their total Title I, Part A allocation plus transfers to assist schools with parent and family engagement activities. The Title I program for parent and family engagement is designed to 1) inform parents about Title I regulations, 2) involve parents in local Title I decisions, 3) provide literacy training, 4) offer parents training in schools and in the community on ways to work with their children at home to raise student achievement, and 5) encourage active participation in their children's schools and education. Public Law 103-382 requires:

• All Title I schools to develop jointly, with parents of participating children, a parent-student-teacher compact (written agreement) that states what parents, students and the school will do together to raise student achievement.
• Schools must sponsor an annual meeting for all Title I parents and involve parents in an "organized, ongoing and timely way" in the planning, review and improvement of Title I schools.
• Each Title I school utilizes a percentage of its Title I allocation to support a comprehensive parental involvement program.

Parent and Family Engagement is an ongoing process that increases participation, collaboration, and communication between parents, schools and our community with the goal of educating the whole child to ensure student achievement and success. 

Any individual, organization or agency (complainant) may file a complaint with the Catoosa County Public Schools (attention Gina Haynes) if that individual, organization, or agency believes and alleges that any school or agencies is violating a federal statute or regulation that applies to a program under the Title I, Part A of the Elementary and Secondary Act of 1965 (ESEA). The complaint must allege a violation that occurred not more than one year prior to the date that the complaint is received, unless a longer period is reasonable because the violation is considered systemic or ongoing.
